Illinois splits asbestos between two agencies. The Illinois Environmental Protection Agency Asbestos Unit is the delegated enforcer of the federal asbestos NESHAP and collects the demolition and renovation notice. The Illinois Department of Public Health handles training and licensure, and it has its own rules for schools and for commercial and public buildings. EPA lists Illinois among the twelve AHERA waiver states, which fits a state health department that runs school asbestos rules rather than leaving that file only with the federal region. A combined notification form is used for Illinois EPA, the health department, and the City of Chicago when each must receive a copy.

Illinois EPA says owners and operators subject to NESHAP must submit a $150 fee with the Demolition/Renovation/Asbestos Project Notification Form 10 working days before a regulated asbestos demolition or renovation. The combined form serves Illinois EPA, the Department of Public Health, and the City of Chicago, but a separate copy must be sent to each agency that must receive it. Electronic payment can be made by card or e-check, and the page notes a $6 convenience fee charged by the card service. Paying the fee alone is not compliance. The form and proof of payment both have to arrive.

The same page tells readers to call the Department of Public Health at (217) 782-3517 for training or licensure. That is a different number from the NESHAP contacts EPA lists for the environmental agency. Some municipalities add their own permit fees or abatement rules, and Illinois EPA says to check local authorities before demolition or renovation. A Chicago project can therefore need the state environmental notice, the health-department copy, and a city copy. Assuming one mailbox covers all three is the mistake the form instructions are written to prevent.

Because EPA lists Illinois as an AHERA waiver state, school asbestos questions belong with the state health department’s school rules, which the environmental agency’s page expressly points to. OSHA still sets construction worker protections. Before you hire, ask the health department whether the company and the people on site hold Illinois credentials, and ask Illinois EPA whether the $150 notice has been accepted for that address. Keep the City of Chicago copy in the packet when the building is in the city.
