State rules

Arizona

Arizona’s verified contact record for this directory is EPA’s state asbestos contacts page. EPA lists an Asbestos Program number, 602-771-2338, and the email asbestos@azdeq.gov, plus a named contact at the same department. The Arizona Department of Environmental Quality pages that describe the program returned HTTP 403, so this entry does not repeat county fee schedules, notice forms, or license titles from memory. Arizona is not one of the twelve states EPA says have an AHERA waiver. Treat the ADEQ email as the place to ask how notices are split between the state and county air agencies.

EPA’s contact page is explicit about the mailbox: asbestos@azdeq.gov, and the program phone 602-771-2338. A second person, Sean Sandy, is listed at 602-785-3194 with a state email. Those digits were copied from the EPA page. They show that EPA points Arizona asbestos questions at the Department of Environmental Quality, not at a stand-alone occupational licensing board. What that department requires beyond the federal rule, and which counties run their own programs, is written on ADEQ pages this directory could not retrieve. Those details stay out of this entry.

The federal asbestos NESHAP still applies as a national standard. EPA’s overview says owners and operators must have a thorough inspection where demolition or renovation will occur, and must notify the appropriate delegated entity before demolition, or before renovations that contain a threshold amount of regulated asbestos-containing material. In a state where counties sometimes hold the delegation, the practical step is to ask ADEQ which office gets the form for the project address. This directory does not name Arizona counties or their fees because those pages did not return HTTP 200.

Schools are a separate federal track. AHERA requires public school districts and nonprofit private schools, including charter schools, to inspect for asbestos-containing building material and to keep management plans. EPA’s waiver list does not include Arizona, so the federal school rule is not described here as a state-run substitute. Worker protection sits with OSHA’s construction standard. Until ADEQ’s own page can be read, ask the asbestos program email which credential a contractor must hold for the county where the building stands.

Key facts for Arizona

What to do next

  1. Email asbestos@azdeq.gov and ask which agency receives the notice for the project county.
  2. Ask whether the county adds requirements on top of the federal NESHAP before you schedule work.
  3. Keep school asbestos questions on the AHERA track, which EPA has not waived for Arizona.
  4. Skip any fee or license claim you cannot read on an official page.
