Georgia
Georgia’s asbestos licensing and project notices are run by the Environmental Protection Division, with the public landing page filed under land-protection forms even though the air rules adopt the federal NESHAP. Contractors who abate friable asbestos-containing material must hold a Georgia asbestos contractor license and file a project notification. Notifications and completion notices are accepted only through the Georgia EPD Online System, called GEOS. EPA lists a technical duty officer and a state email for asbestos questions. Georgia is not one of the twelve AHERA waiver states. The rules page separately adopts 40 CFR Part 61 Subpart M and sets a state licensing chapter.

EPD says a project notification must be submitted through GEOS 10 business days before any demolition, renovation, or asbestos abatement. Paper is not an alternate path for those notices. A contractor who abates friable material must be a Georgia-licensed asbestos abatement contractor and must notify for each project. Training providers who want Georgia accreditation file a separate application. Fire departments that want to burn an acquired structure for live training use EPD’s request-to-burn guidance, which the licensing page links as its own packet.
The rules page says Chapter 391-3-1 incorporates the asbestos NESHAP, including the July 20, 2004 amendments, as the emission standard and work practices. Applicability on that page covers owners and operators when buildings are public, commercial, or industrial; two or more single-family residences; a single-family residence that is part of a public, commercial, or industrial project; or a multifamily structure with five or more units. Accredited inspectors must thoroughly inspect for friable and nonfriable material. Friable material, or material that will become friable, at or above trigger quantities is removed after notice to EPD, kept wet, packaged, and labeled, with a waste shipment record.
Chapter 391-3-14 is the licensing chapter. It applies to contractors removing or disturbing more than 10 square feet or 10 linear feet of friable asbestos-containing material in any type of building or structure. Supervisors and workers must be trained in approved courses, the contractor must hold the Georgia license, and a completed project notification must go to EPD before those trigger quantities are disturbed. Asbestos-containing waste may go only to a permitted landfill or another facility the division has authorized. All such waste must be in leak-proof packaging, labeled, and moved in an enclosed or tightly covered vehicle.
