Iowa
Iowa splits the asbestos file between two departments. The Department of Natural Resources takes demolition, renovation, abatement, and training-fire notifications and explains when a survey and lab analysis are required. The Department of Inspections, Appeals, and Licensing issues the certified asbestos contractor permit to any business or individual who is paid to remove asbestos-containing material. DNR’s page gives that licensing office’s phone as 515-725-2088. EPA’s contact list names a DNR NESHAP person separately. Iowa is not an AHERA waiver state. Training fires and controlled burns of buildings have their own DNR form because firefighters can be exposed when a structure is burned.

DNR says renovations, demolitions, and training fires are potentially subject to asbestos release-prevention rules. Those rules often require a thorough inspection and laboratory analysis of suspect material, notification to DNR, and in some cases proper removal and disposal. The online asbestos notification system is for abatement, demolition, and renovation, with immediate confirmation, revisions, and cancellations. DNR says to keep using the paper process for notifications that were originally mailed. Bridge demolition has a separate form from ordinary building demolition. An electronic-signature agreement is among the forms on the page.
The contractor credential is not issued by DNR. The page states that any business or individual compensated to remove asbestos-containing material must get a certified asbestos contractor permit from the inspections and licensing department, and it points readers to that department’s building and construction division. Hiring a company that has filed a DNR notice is not the same as confirming the permit. Ask for the permit number and check it with the licensing department at the number DNR prints.
Training fires are called out because full-time and volunteer firefighters can be exposed if a building is burned with asbestos still in it. DNR publishes a training-fire or controlled-burn notification form with instructions, separate from the ordinary demolition form. Because Iowa is not on EPA’s AHERA waiver list, schools still follow the federal school rule when they manage asbestos in place, and a renovation of a school may also need the DNR notice.
