State rules
Minnesota
Minnesota splits asbestos between the Department of Health and the Pollution Control Agency. MDH’s asbestos home page is the licensing desk: contractor search, individual license search, licensing rules, floor-tile removal, homeowner information, laboratories, schools, and work practices. MPCA’s demolition page says MPCA and MDH both regulate handling so asbestos fibers are not released into the air. That is a health-department credential plus an environmental-agency demolition rule, not a single board. EPA lists one Minnesota contact. Minnesota is not an AHERA waiver state. School information is a section on the health department page, alongside the federal school rule.

MDH organizes the public tasks around finding a licensed contractor or a licensed individual, becoming licensed, and following work-practice and floor-tile pages. Homeowners get a separate information path from professionals. Laboratories and enforcement are linked from the same home page. The existence of two searches, one for companies and one for people, means you can check the firm and the person who will be on site. This directory does not put those search URLs in the roster field unless a header check is recorded for each one; start from the MDH asbestos home page that did return HTTP 200.
MPCA states the shared goal with MDH: keep fibers out of the air during work on asbestos-containing material. Demolition or renovation questions about emissions and waste belong with that environmental agency even when the license card is issued by health. Ask both offices if you are unsure which form you hold. A license does not by itself prove that a demolition notice was filed, and a notice does not by itself prove that the person on the roof holds an individual license.
Schools are linked from MDH, and EPA does not list Minnesota as an AHERA waiver state, so the federal school rule still applies. OSHA’s construction standard applies to employees. Floor tile has its own MDH page because it is a common homeowner question. Read that page rather than treating tile as automatically exempt or as a full abatement. MDH also invites complaints, and both items start from the asbestos home page.
