Missouri

Most single-family residences are exempt, and the page says to read the fact sheets before assuming a house is covered. DNR’s business page says asbestos abatement means the steps, materials, and precautions needed to remove and clean up asbestos. Before a person inspects, writes an AHERA management plan, designs a project, works on an abatement, or does air sampling, that person must be certified. The department publishes daily-updated lists of accredited training providers and certified people in those occupations. Regulations cited from the department’s materials are 10 CSR 10-6.241 and 10 CSR 10-6.250, on top of the delegated federal asbestos NESHAP in 40 CFR Part 61 Subpart M.
The notification page says the department requires notice of demolitions and abatement projects on regulated structures at least 10 working days before crews begin. The air program’s published phone on that page is 573-751-4817, with a toll-free 800-361-4827. Fact sheet PUB2157 is the department’s guide to whether a demolition or renovation is regulated, what the inspection must cover, and how waste is handled. Local delegated agencies may add requirements, and DNR says to contact the agency for the project location.
Most single-family residences are exempt, which is why a homeowner should read the fact sheet instead of assuming either a full commercial notice or no rule at all. Schools have a separate fact sheet. Because Missouri is not on EPA’s AHERA waiver list, school management plans follow the federal school rule in addition to any DNR notice if the building is regulated. OSHA still covers workers. Check the certified-person list and ask whether a local agency, rather than Jefferson City, receives the notice.
