State rules

Nebraska

Nebraska licenses asbestos through the Department of Health and Human Services, Office of Environmental Health Hazards and Indoor Air, not through an environmental-quality air shop alone. The asbestos page lists applications to become a licensed abatement firm, a licensed asbestos individual, and an accredited course provider, plus a project notification, a NESHAP form, and waivers. The office phone on that page is (402) 471-0549, the toll-free line is (888) 242-1100, and the email is dhhs.asbestoslead@nebraska.gov. Lists of licensed firms and licensed inspectors are linked. Nebraska is not an AHERA waiver state on EPA’s list.

Checked against official sources on October 11, 2026. Rules and links change; confirm with the office listed before you act.

The form list shows how the health department organized the program. There is a project notification, a NESHAP form, a waiver of specific requirements or a request for alternative work practices, and a waiver of a license to perform an emergency project. Those are different pieces of paper. A NESHAP notice is not the same document as a license waiver. Respirator fit-test records and waste shipment reports are also among the forms, which means the office collects worker-protection and disposal paperwork, not only a license application.

Fact sheets on the page cover what asbestos is, where it is found, shingles, and floor tile. Licensed abatement firms and licensed inspectors are published as lists, so a hiring check starts there rather than with an advertisement. Training providers who want to be accredited course providers use a separate application. The mailing address on the page is P.O. Box 95026, Lincoln, Nebraska 68509-5026. The office email printed there is dhhs.asbestoslead@nebraska.gov.

Because the program lives in public health, a question about a firm’s license goes to DHHS even when the NESHAP form is also filed there. EPA’s contact list names a Nebraska health-department person, which matches this page. Schools are not waived: Nebraska is not on EPA’s list of twelve. OSHA’s construction standard still applies to employees. Call (402) 471-0549 before you assume a shingle or floor-tile job is outside the license.
