State rules
Virginia
Virginia licenses asbestos remediation through the Board for Asbestos, Lead, and Home Inspectors at the Department of Professional and Occupational Regulation. The board has 12 members, including representatives of each regulated activity and two citizens, and it also covers lead work and home inspection. That is an occupational licensing board, not the air agency. EPA lists a Department of Labor and Industry contact for NESHAP and a Department of Education contact for public-school asbestos, so notices and school plans are different desks from the license. Virginia is not an AHERA waiver state. The board’s phone on EPA’s list is 804-367-8595.

The board page says applicants must read the regulations and that application fees are not refundable. Training for asbestos licenses must come from an EPA/AHERA accredited provider, and the course counts only if it was taught inside the state that approved the provider at the time. Refresher courses must match the discipline being renewed. If a license expires, a 12-month grace period lets a person with an expired training certificate take a refresher instead of repeating the initial course. After the license itself has expired, the board says you cannot keep practicing. Renewal notices that never arrive do not excuse a late renewal.
Home-inspector continuing education on the same page is a different credential from asbestos remediation. Do not use the home-inspector hour counts as the asbestos renewal rule. The board also publishes military-spouse expedited licensing under the state code, which is a processing path, not a waiver of asbestos training. A technology fee note on the page is about the licensing software system and is separate from any project notification fee charged by another agency.
Because NESHAP is listed at Labor and Industry, a licensed asbestos contractor can still need a demolition notice filed with that department. Public-school asbestos questions go to the education contact EPA lists. OSHA’s construction standard applies to employees. Before you hire, confirm the DPOR license is active, confirm the training was taken in the approving state, and ask Labor and Industry whether a NESHAP notice is required for the building.
